i have submitted my website to thousands of directories for back link creation. does google treat it as spam ???
how google distinguish between good seo and bad one

well only google knows how he decide the site is spam or good :)
and if you apply some common sense gaining too much links in short spam or time makes you suspicious in the eyes of google.

You probably have your links on 1 page. Use your robots.txt file to block access to that page. Google can't penalize you for a page they're not supposed to be looking at.

if you get large amount of back links in very sort period of time ... then off course not only google but every search engine call it spam.
