one of my client has website title all in capital letters.
i'm not sure how google treat them .... any idea???
is google treat it as spam?

google crawler does not care about title is cap, small or proper case.
it anyhow convert it to lower case.

It doesn't matter for the Google spiders but it looks bad just the same if all the text is in CAPS. Use proper grammar unless you're trying to shout at the viewer.

I do a lot of articles for various businesses and they have all asked me not to put those type of things in al caps.

Same here which is why I think it's better not to rely on caps to get points across. It can end up looking tacky if you're not being careful and it's far better to just use proper grammar.
