i just want to know that, some times i search for any query in google and some pages will comes. when i click on them they gave link to other pages like
Best search results for xxxxx
i just want to know how to generate these pages and is that safe to use these kind of techniques?

no doubt it it is black hat and should avoid it. but it is really annoying when u see these pages.
basically some people uses crawling softwares which search for websites according to specific keyword. they include these websites against this keyword in their database and create page according to that.
these pages are normally uses as landing pages to advertise affiliate networks or for google adsense.
