There are a lot of discussion going on about submitting website to search engine. some says we should submit before it is finished and some says when content is complete only then you should submit it.

Well this is sure things search engines do not like empty content website or structure. So in my openion website should submitted to SE when it is complete and have no broken link.

i think you should submit after it is completed . no dead links no errors
