I've been noticing this site in the first 20 results of a search for "nyc dog walkers" for almost a year now...

dogwalkingnyc.com/

Someone's obviously started building it and then given up. There is no visible content on the page and yet it does relatively well. Up until a few weeks ago it was on the first page of results.

Looking at the source, I see that there are tons of "meta" tags, most that I've never even heard of, stuffed with keywords. Then, after some pointless Javascript, there's some more script of a type I'm not familiar with, within an "if....endif", which is basically stuffed with repetitive keywords.

So what gives? Can anyone tell me why this site is getting indexed like this? I thought Google was above being fooled in this way?

It can't be just down to the URL and the meta tags, could it? Remember - this site, the way it is now, was high on the first page of results for almost a year.
